Question Low GPU Load

I have a GTX 1070 ti and recently after owning the card for around 1.5 years I tried overclocking the card. I used MSI Afterburner and due to overclocking the first time I was testing out the ranges of the overclock and went into GTA 5 where after running the game for 5 minutes on overclocked settings, my game crashed and I had to restart my PC. I quickly restarted everything and put all my Core clock and memory clock settings to default. After that incident I didn't overclock and left the settings as it is but recently started to notice 100+ Frames on GTA 5 but around 5% GPU Load. Iam very confused as I have tried this COD MW / Warzone and Metro Exodus where alongside GTA 5 I get high CPU Usage ( Around 40% ) and low GPU Usage (0~5%). I have honestly no clue what to do from here

Also i did use MSI Afterburner and Task Manager to check out the gpu load
