Low GPU performance?

I have MSI GTX 960 2GB and I honestly dont know what is giving me the low performance I am getting.

Games like GTA 5, Doom, are running below 30 fps at only 1360x768 resolution and I dont think a 960 should be running that slowly.

This has been occuring for a long while now but only now have I gotten the time to troubleshoot the issue.

8gb (2x4@1600)

It could be that something in your Nvidia Control Panel got changed or that the driver you updated to isn't working for your GPU for whatever reason. Have you tried rolling back your drivers?

Could you use something like CAM from NZXT for me to monitor your GPU Load % while in-game? Your GPU might not be the thing causing the low performance, it could be your CPU (which isn't very good)

it used to work well at 60+ fps and the gpu usage used to be around 60+% but now its like 20-30% im guessing its a bios thing i might have accidentally changed
