Question Low GPU Power Draw and Low Fps in Warzone

I have rtx 3070, i5 10400f, 32 gb ram, gx750 psu. Using balanced DLSS, ultra settings, 1440p. While I'm playing WZ, the power draw drops to 130-180 watts and also fps drops. When this happens cpu usage is around %50-70 and gpu usage is around %95-100. What can cause this? and How can i fix it? Cuz fps can't hit over 100. FurMark and other games work well

I reset graphics tab which is mix of normal and high. Still arounds 150 watts
