low GPU POWER usage % gtx 980 HELP!

Hello! I have msi afterburner 4.1.0 and i've monitored "gpu power " show in OSD

And i see it is around 50-60% and it maxes out at 60% , even though its at default 100% in afterburner window.
this is wierd.
what does this actually mean? my psu is not delivering the needed amount of watts to the gpu?
it's not damageing the card right? how can i fix this?

Do you have bad performance, bad fps.
If not it only means the GPU doesn't need all it's power to run the game.

What's your computer components ?

yes i experience stutters, fps drops, low gpu usage. and actually in youtube benchmarks i see people playing for example dying light where they have same settings, same gpu and 110% power usage! double of mine..... 🙁 now i've reconnected power supply pcie 2x 2+6pin connectors into the gpu and checking power load again
