Low GPU Temp = Low FPS Issue

Hello guys, I have been having this issue where when my GPU temps are around 40-60, my FPS in the game Rust has been around 20-25, however oddly enough, when my temps go from 60-70 I run at around 90 FPS. There seems to be no rhyme or reason for the temp fluctuation, and it jumps up and down sporadically, any thoughts? Any comments are appreciated, thanks!

I've had sessions when I didn't have the GPU Monitor open and I ran for hours with 90 FPS, however I recently noticed the temperature trend.

Have you selected the high performance power plan in the windows power options? It may have something to do with your issues.

You have to understand that this issue has nothing to do with the GPU and it's temp. Something else is going on there. The CPU utilisation remains low for an unknown reason so it can't provide the necessary data to the GPU thus the GPU utilisation and its temp remain low. When you have high FPS it goes like: high CPU usage (higher CPU temp)=> high GPU usage (higher GPU temp)=> FPS number increases. The same goes for the opposite. Off course the GPU and its driver (or settings) may be responsible because something is stalling in the whole process, so the CPU waits and its utilisation drops thus affecting the...
That behaviour could be explained by the GPU utilisation. If you GPU is getting underutilised thus producing lower FPS and its temp should remain low. When the fps increase because of the increased GPU utilisation we now have higher GPU temperatures. If your GPU is getting underutilised you may have a CPU bottleneck. Please post all your system specs. If your CPU is weak and can't feed the required data to the GPU then you'll see low fps numbers and low GPU temperatures.

EDIT: Also monitor the CPU temp. Maybe it is overheating and then throttling back causing all those issues.

While FPS IS Good - CPU @ 54 Degrees, waiting to see when FPS drops what the temp is.

Reporting back: FPS Dropped and here are temps:
CPU Cores 1-4 = 47-50 Degrees
GPU = 58 Degrees

However, when looking at the CPU Cores, they are running at 14%-24% value, and when running at high FPS, around 50-80%.

Are you having the same issues with another game or only on Rust? I'm asking because your system seems fine. The temperature is fine and something is going on with the CPU utilisation causing all those issues. Make sure that you have selected the high performance power plan in the windows power options.

Now if it only happens on Rust make sure that you have the game updated to its latest version. You should also update your GPU drivers if you haven't done that already. Finally you should play with all the available graphic options and settings both inside the game and in your GPU's driver settings page. Maybe one specific setting is dropping the CPU usage. I can't think of anything else at the moment and I'm sorry if I can't help you any further. Good luck.

I think that you should play with the graphic settings in every game and also don't forget any GPU settings that the GPU driver gives you. You should start from the max graphic settings in every game and down. After every change you make, you should monitor your temps and the CPU/GPU clocks and utilisation.

EDIT: After checking again the screenshots. I show something strange about your GPU. The GPU core clock, if that reading is indeed accurate, remains low at 501MHZ. That clock speed is almost half of what it should be. It seems locked at 501 MHZ and it can't go any higher. May be something is going on with your GPU. Use another GPU monitoring software like MSI's afterburner and check the max GPU speed. Also please post your PSU and it's specs. It may be responsible for all those issues.
