Question Low GPU usage after driver update

Hello,
So I recently bought a pc that consists of:
I5 4590
GTX 960 2gb
12 gb ddr3 1333mhz
H81M-DS2 motherboard
Corsair VS450 power supply

Everything worked fine until today when I updated my drivers. I noticed way lower fps in every game I played, take PUBG for example: It was running great at 80 fps on medium before the driver update now it's barely running at 40 fps. The usage will spike sometimes to 70-90% and the game will run much better but after a few seconds it will be back at hovering around 40-60%. I used DDU to uninstall and then reinstall my drivers 2 times now with no results. I set the card to run at maximum performance from the nvidia control panel but it doesnt change anything. If I crack up the resolution scaling and turn on DSR games will run a bit better, although much worse than before the driver update. CPU usage seems to be fine and hovers around 70-90%. Average temps for the CPU is 80 degrees and 70 degrees for the GPU. I'm lost on what to do and tried everything I saw on the web with no results and reinstalling Windows seems to be my only option now.

If all changed with GPU driver update then simple solution would be to roll back to the driver version that worked well before. Unless you mean drivers for other devices?
I did roll back. I tried the driver before the update and even older ones but the problem persists.
