Low GPU Usage and High CPU Usage

Just upgraded my rig with a new GPU. I'm playing Dragons Dogma and monitored my system with Riva/HWINFO64. Initially I set the in game setting to MEDIUM with v-sync ON and I'm seeing 100% CPU usage and 50-60% GPU usage running 60 FPS. I change the in game setting to HIGH with v-sync ON and I'm seeing 60-70% CPU usage and 50-60% GPU usage still running 60 FPS. In game resolution is 1360x768. Thank you.

PS: Settings in HIGH was recommended by NVIDIA Experience.

Question:

1. Why does CPU usage lower down when game setting is set to HIGH?
2. Running the game in HIGH sets the GPU at 60-65 Celsius. Will I burn by GPU since I play like 12 hours straight?
3. Is there a bottleneck in my system?

Gigabyte GA-B150M-D3H
EMMAX 4Gb DDR4
WD Caviar Blue 500Gb
Generic 600w PSU (Dont ask why? :))

Vsync will limit your FPS to 60 since that is your monitor's refresh rate. that means your card can render more than 60FPS but doesn't need to so the usage will not be 100%.

as for the CPU, Dragons dogma has some strange behavior with CPU usage (hopefully you don't have the pirated version since that will make it even worse) plus is very normal to have high CPU usage during games.

for temperatures, 60-65 is actually very good. I usually play at 75 degrees and cards usually stand up to 80-81 degrees.

update: yes there seems to be a bottleneck of your CPU and it will run at higher usage on less setting since the GPU is outputting everything very fast and your CPU is trying to keep up. with high setting / higher resolution your card...
