Question Low GPU Usage at 20 - 30 %

I am Using a gtx 1050 ti with a i5 8300h.
I am getting a very low Gpu usage while playing any game. My fps is around 15 - 20 fps And during the game i am getting a increase in fps to 60 -80 fps for a some time ( around 15-25 sec) and again back to 15 - 20 fps.
Any answers are well appreciated.

Which Power supply do you have ?

What is the GPU and CPU TEMP value while gaming ?

Its a laptop and the Cpu temp is around 85 c, and gpu is at 80 c.

Please try to install the OEM VGA drivers from your Laptop Manufacturer's website. For Laptops, in case of any performance/stability issue, it is recommended that you try installing the VGA drivers directly from the OEM manufacturer.

Check the laptop's exact model number, and go to manufacturer's page to download/install the GPU drivers.
