Low gpu usage causing stuttering only in low gpu intensive games

Upgraded my i5 3470 to an i5 6600k (4.5 OC). I have been having issues with games that are not gpu intensive. Ie (cod waw, portal 2, stick fight). My gpu would run at 20-40% and cpu at 30-40%. The game would say i have 90 frames but it stutters and when i move my mouse to aim or whatever, it is not smooth (feels like 15 frames). Games like For Honor, subnautica, work perfect and i have 99% gpu usage in those. I never had this problem on my 3470 cpu. Temps are fine as well and psu is only a few months old. I also had a problem with far cry primal and fortnite (which again, i had no issues prior to upgrading cpu)

gpu - gtx 970, 16gb ddr3 ram, i5 6600k, asus z170 p d3 mobo. rm750x power supply. play in 1440 144hz monitor.

After your platform's migration, did you reinstall your OS after creating your bootable installer using Windows Media Creation Tools? If so, then you may want to make sure you're on the latest BIOS for your motherboard and that you've uninstalled and reinstalled the GPU drivers using the latest off of Nvidia's support site.
