low gpu usage csgo

Recently i got a new gpu ( gtx 1070ti) and i have been having a bit of trouble in some games like csgo and overwatch. in csgo i cant get a constant 144 fps and my gpu is around 40-50% usage. my cpu is at around 60% usage ( ryzen 5 1600 ) and im just not happy the way that the game is performing. ideally i would get a lot higher than that. my friends get higher than that on weaker hardware.
please help.

Also do you know what would be a stable overclocked for a Ryzen 5 1600 with stock cooler and also I can't seem to overclock my ram stablely.

i fixed this with 2 fixes. one was extremely stupid on my part and the other was ryzen master's fault. so basically my cpu was locked at half it's cores and threads because of ryzen master to fix this i went to Msconfig > Boot > Advanced Options > Uncheck Number of processors OR set a correct number. and then restarted.

the other issue that was my fault was that my ram was running slow i changed slots from a1 and b1 to a2 and b2 because of that i was able to go from 2400 mhz to 3200mhz and that yielded about a 30-40 fps increase in csgo

Nice, I knew it'd be better than you were showing but you were unlikely to to max out your gpu
