Low GPU usage during all games

I have a weird issue it started yesterday where my gpu usage is capped to 30% only during games

I have checked the power options on control panel it was set to prefer maximum power
and so far it hasnt done anything
Iam indeed running on the latest drivers

It is affecting my performance in game the fps is ranging between 20 - 30 in bo3
My specs are:

16GB ram
i5 4460
GTX 960

keep in mind this problem started occurring yesterday

my cpu usage is the same as my gpu usage
30 - 50 %
which is normal since the games im running arent cpu intensive

Hi, check to see if the power cable and the card are seated properly.
Had this issue before.

Else could be the PSU or GPU that is failing.
Need to test with known working PSU or in a working computer.
What brand and W is the PSU?

The card and psu are seated properly i have unplugged the pcie cable and plugged it in again
so far no good

my power supply is from EVGA its 750 watts
I have another powersupply from EVGA with 500w
