Question Low GPU Usage, FPS Stuttering

Hello, im sorry for bad language
my pc is i5 9400f 2x4 ddr4 2400mhz gtx 1070 8gb
the problem is, mu gpu usage is very low, 30 - 40% while my cpu usage is 90% up
but i already check in bottleneck calculator, my cpu and gpu bottleneck is 2%
so, what the problem? should i upgrade my ram into 2x8
