Low GPU Usage in games on ASUS Strix GTX 1080

So as the title says, I am getting very low percentage usage on my graphics card in game, I will literally NEVER peak above 60% no matter if Im playing Fortnite or Battlefield, its all the same. I dont think it's a CPU bottleneck as I have the Ryzen 7 2700x, and my CPU usage stays at normal settings. I have tried changing the power settings in Winows and in Nvidia Control Panel to maximum perforance but it hasnt made a difference.

2x8GB Ballistix 2400 RAM
128GB Sandisk SSD
2TB Hitachi HDD
600W EVGA Bronze PSU

Sorry, the games are running well, but I get some pretty bad frame drops from time to time during heavy load, but no increase in GPU usage during those dips

This is actually a brand new computer and the install of Windows is fresh, yes
