Question Low GPU usage in games on RX5700XT

I have a Ryzen 2600, 16gb of ddr4 and an RX5700XT. I have been benchmarking the card and noticed low GPU usage in many games. like never above 70 percent in some games and often in the 60 to 70 range. I am playing on a 1080p Freesync LCD and I ran the benchmarks at 1440 p with VSR and the gpu usage was more like 80-90 percent more of the time. I am playing in max settings. Is this some sort of driver bug? The card has been out for a while, you would think AMD fixed it by now...
