Question Low gpu usage in gta 5

I'm running two 1080 ti's in sli and my cpu is a ryzen 9 3900x, no single core hits 100% under gameplay but the gpu's only go up to 10-30% utilization with 80-100 fps. The game is at max settings.

I've also reinstalled windows and tried old nvidia drivers

cpu/gpu temp and usage during the game?
ram/ssd/hdd usage?

60-70 gpu, 60 cpu
samsung evo 860, Corsair Vengeance LPX DDR4 3600MHz 16GB

Nvm task manager wasn't behaving, works fine.

I checked gpuz and msi afterburner they report 60-80% which seems more right.
