Question Low gpu usage/low fps in GTA 5

i recently built a new gaming pc and i’m having some trouble in gta. My 2060 runs at 1-5% load and my cpu is 30-50% while playing. my fps varies around 60-90. i feel like i should be getting more frames but maybe not.i’m not exactly sure what could be causing the issue but i’ve looked everywhere and can’t find a fix. if anyone knows something i could try please let me know! thank you!
specs: Evga rtx 2060, ryzen 5 300 @4.2, 16gb ram @3600, msi b450 gaming plus max

Which resolution are you playing at?

Update the tool you are using to display the GPU load

My usage seems different using the msi afterburner riva tuner. its around 40-70%. so it might be the nzxt cam software i use but im not sure because when i play games like pubg it shows my usage is at 100% for my gpu. i disabled G sync and got this score
