Low GPU Usage Radeon 5670 = Big Fps Drop

Hi guys, im having problems with my Radeon 5670 1GB Gddr5. The gpu usage keeps droping when i have alot of stuff in front of me. For Ex: in AC3 when i see the wall, the gpu usage goes 50 and up, when i turn my face to crowd of people it drops down to -40. Card is not OC, even if i OC it its the same, it happens in almost every game. There is a picture down of AC3 the gpu usage its 25%. The Temps are good, and drivers are updated.

this is from having far too little Vram on your card to render everything fully so it is forced to back off as its frame buffer floods. With no memory open it cant do much more processing so utilization drops
