low gpu usage when it should be higher

Cpu: 6600k 4.1ghz
Gpu: msi R9 390 gaming

I originally had core clock issues but i fixed that using the msi gaming app and it made it stable.

Now i'm having another issue. When i turn the graphics settings to low my gpu usage sets at ~50%. I was wondering why it doesnt use more of my gpu and give higher framerate. On Ultra settings i get about 110 frames average. On low settings i get about 140. Is this normal?

My other computer with an 8350 and a gtx 770 gives me higher average fps on low settings than the rig explained does.

GPU usage depends on the game and the CPU. Look up benchmarks for whatever game you are talking about, and compare them to yours.
