Low GPU usage when playing BF4

I own a radeon r9 270, phenom ii x6 1045t, 8 gigs crucial ram, and an asrock 970a mobo. When i play games like bf3, crysis and counter strike, my GPU always scales to 100% usage, but when i play bf4 my gpu only uses 70% of its power. ive tried everything ever on the internet to solve the low gpu usage, new beta drivers, bf4 reinstall, windows 8.1 install and everything.
i know its not a cpu bottleneck as i run the game with 80-90% cpu usage. thanks in advance.

i know that is not true, i should be getting my full 60 fps , but my framerate is quite low, usually around 25 - 35
 
thanks for answering, but i know that cant be becuase when i play a sixteen person match, with 65% gpu use, i expirience the same issues
 
im running on high settings, low settings and everything in between, but i still expirience the same fps. I have a cooler master 500 watt extreme, which is 78% efficiency, and of decent quality
 

this is as good evidence for a cpu bottleneck as it gets. You don't have to get like 100% usage on a multicore cpu to get a cpu bottleneck. As soon as any single thread maxes out the core it is running on you're cpu limited.

See what happens if you under/overclock that cpu...

edit and bumping threads will get them locked pretty fast...
 
ive underclocked my cpu to 2.9gigahertz, thats 400 mhz under its stock clock of 3.2 gigahertz, and the problem still persists. i only get around 40 frames per second no matter what graphical fidelity i use, and even when i go on a server with a small map 16 people, where my cpu usage is only 60% i still have the problem

the idea behind this little exercise was to make sure the performance scales with cpu clocks, so you should get lower fps with lower clocks and better if you OC. try several clocks to get good data, monitor the fps and gpu usage, once correlation has been established extrapolate the clocks needed to push the gpu at 90-100% load, if extreme clocks are needed to achieve this goal consider upgrading the cpu (most likely needs new mobo as well), or have another pint and watch the fireworks.

also your math is off and I've had quite a few 😛
 
ive done what you said, i oced my cpu to a not very earthshattering 3.7 ghz, mind you it was highly unstable,
and i still had the same cpu usage of around 90%. my gpu usage was not higher than 70% and, i know i dont have a bottleneck, becuase in 60% cpu usage situations, (8 player servers) low graphics settings nothing going on , i still have 70% gpu usage. ive looked up this problem and it seems to happen with people that have strong cpus, and it occurs on amd and intel /nvidia systems. thanks for the help so far guys i hope to solve this problem
 

It seems You are missing the point a bit here...
If the cpu usage was still 90% at 3.7GHz (the same as it was on lower clocks) it means you are still cpu bottlenecked at those speeds. The game is using the cpu as hard as it can at both clocks... To absolutely max out a 6 core processor is mighty difficult, the game should be threaded extremely well and in a balanced manner to achieve this situation. Obviously some threads are handling the extra players etc but the 'game core' still needs to run as well. This sort of behaviour explains the 60% load you are seeing on small servers, there just isn't enough 'large' threads running at that moment to max out all of the cores.
