Question Low GPU usage with Asus Rog Strix GTX 1070 Ti ?

Recently upgraded from MSI GTX 1060 6GB to 1070 Ti, problem is I am getting low GPU usage in games.
Specs: ryzen 5 2600, gigabyte ax370m, Hyperx fury 2x8 3200 Mhz, CM 600w v3.
For example, I am playing COD Warzone, while I am in lobby matchmaking i get gpu usage 98% locked, but when i start playing usage is very unstable almost never above 90%.
Its very frustating for me especially cause as I said i get high usage while in lobby but when I start playing its low around 75% 80%. Fps overall its not so bad around 80- 110, would say 90+ avg.
Any suggestion would be appreciated. Thank you!

Hey man, did a quick calculation and you defientely shouldn't be getting bottlenecked by your CPU here.

So my theory for you is that while the GPU might be running at under 90% usage, another part of the GPU might be fully utilised.

Now a quick search has told me that the 1070ti should be running COD Warzone at an avg of 90fps at 1080p with medium settings, is that correct for you? Because it also indicates that at the lowest settings you should be running it at 180+fps.

Now I know this might be a stupid question as well, but I'm going to ask anyway... what is the refresh rate of your monitor?
