Low GPU Usage

Recently, all the games I have been playing my GPU Usage tops out at around 70%. I am clueless as to why it is so low, my core shouldn't be bottlenecking, but in case it is, I will post my specs to see what kind of help I can get.

SPECS:

PSU: Corsair Professional Series AX 1200 Watt Digital (Modular)

Storage: 1 Samsung Pro Series 128GB SSD (Boot drive)
1 3TB WD Black

Core: i7-3770k Quad-Core (Running at 3.5GHz) 8MB Cache

RAM: Corsair Vengeance 16GB DDR3 1600MHz

GPU: MSI GTX 980

CPU Cooler: Cooler Master Hyper 212 EVO (120mm Fan)

OS: Windows 8.1

Case: Corsair Obsidian Series Black 650D (Yes, I know I didn't need to post this)

Your CPU isn't hitting 100% utilization I assume?

I'm very tempted to say that your GPU is just not being used because there isn't a need to. If you have VSync, it doesn't need to run any faster than your monitor refresh rate.

Nope my CPU hardly reaches 70%. The only time it does reach higher is with Arma 3 or GTA V. The problem is that I can only run those games on medium to high. My friend who has the exact same PC as me can run games with the settings on ultra or very high with her GPU usage reaching about 95%.
