In most games that i play such as arma 3 , fallout 4 , gta 5 dark souls 3, pretty much every new game i play my gpu usage is is around 20-30% and my cpu usage is 70-80%, and due to low gpu usage i get low fps, now ive tried to set power option to prefer maximum performance in nvidea control panel , as well as using DDU and reinstalling the latest frsh drivers, ive had this problem for ever but when i play shadow of mordor my gpu usage is 99% and cpu usage is around 50-60% and i get a smooth 60fps on medium settings and in tomb raider 2013 my gpu usage is 99% and cpu usage is 50%-60% and a smooth 60 fps on high settings and when i run benchmarks like unigene heavan bench mark, my gpu usage is around 99% and cpu usage is around 50%-60%, so how do i fix this? i have a gtx 750ti and a amd x4 860k @ 4.2ghz , so it shouldnt bottleneck as ive seen people with the same set up as me and get 99% gpu usage and higher fps than me, please help! btw this is my first post

Your CPU is pretty much guaranteed to be the issue. High CPU usage and low GPU usage is a CPU bottleneck. Look here http://www.pcgamer.com/will-your-cpu-bottleneck-your-graphics-card/2/ the last image is a good CPU to GPU ratio where the CPU is not holding back the GPU, the usage is under 50% is almost all games tested.

Your CPU is a dead end though, to upgrade your system you need to either move to an Intel CPU/motherboard or something like an FX 8350 which is not really worth it.

my cpu shouldn't bottleneck a 750ti, ive seen benchmarks with people with the same builds as me getting higher fps, and if it was bottle necking, how come when i put to the lowest settings and resolutions possible my fps doesn't increase?

Depends on the settings being used. YouTube is not a very good thing to look at.

Benchmarks for BO3, at 1080 for high settings with an i7 CPU and a card about as fast as the 750Ti are in the 30 range. A 950 with an i7 at 1080 will get you in the 40s for FPS.

All we can go by is your CPU vs GPU usage.

Lowering settings in most cases affect the video card much more than the CPU.

You can try a new Windows setup with new drivers, make sure you don't have any heat issues, re-do the heatsink with new thermal paste maybe. Make sure BIOS is the latest.

Are the benchmark scores you ran normal for your CPU and video card?

Lowering settings will affect the video card more than the CPU, the CPU does not do a lot of work for rendering video, so when you have a too slow CPU, lowering settings won't help much.

What frames are you getting and at what settings in the games you have issues with? All those games you listed like Armor 3, Fallout 4, GTA 5, are all demanding games that want a fast system, yours is on the low end, it won't run those games at 60 fps at even medium settings, maybe 20-30 depending on the resolution.

in arma 3 even on 800x600 lowest settings my fps is 20-30 it should be more, and i would like to game at 1280x720, with medium to low settings, which shouldnt be demanding for this card, and on gta 5 my fps is 20-30 any resolution or settings, when my card is capeable of hitting 60fps at least on 720p lowest settings and should be able to get 60fps on 800x600, but no i only get 20-30 no matter the setting,, and my cpu is also oc @ 4.2ghz

At those settings you should be seeing higher frames, so even with a clean Windows setup this is still happening? Don't know what would be an issue for you, you should not expect 60 fps on high, but on low settings especially at 800x600 you should be up past 30.

ive tried reinstalling windows, ive tried using ddu and reinstalling latest drivers, and still this problem occurs, i cant get 60fps on arma 3 800x600 even on the lowest settings
