Low GPU Usage.

Low GPU usage. I have a GTX 1080, 16GB 3000hz, Ryzen 7 2700x, and im getting low FPS in games because of the low GPU usage. The usage never reaches above 90, and most of the time it stays around 80%. Temps are all fine, GPU max is 72c and CPU max is 65c, I have tried 1080p, 1440p, 4k, and vsync is always off. Please help.

never reaches about 90 is not low usage, 10% is low usage
what games? what the cpu usage? new system? upgrade?
