Question low gpu usage

hello all,

Specs:
i9 9900k
RTX 2080 TI
Asus maximus xi code motherboard

so ive had low gpu usage at 1440p, and have been getting very low framerate in game such as minecraft and garrys mod. sometimes going as low as 60 fps and the gpu usage has stayed below 20% at all times. i have tried everything

any help? thank you

ram/ssd usage?

make and model of the psu?
malware scan the system?

cpu usage is at like 10-20%
the fans never sped up in my case so i am assuming the temps are pretty low
ram usage is 7.9 gb/ 16 gb
psu is a ROG Thor 850 watt platinum
and there is no malware on my pc
