Question Low GPU usage

Recently just upgraded my system with an RTX 2070 Super from my RTX 2060. I've been streaming and gaming from the same system and I primarily play Rainbow Six Siege. I was getting around 180-210fps with my 2060, But now with this 2070 Super I'm only getting around 160-180 fps. GPU usage is only around 60%. Tested out Call of Duty Modern Warfare with 100% GPU usage. Any ideas on why this specific game is only using 60%? I've tried to look everywhere. My Nvidia Control panel settings are set for maximum performance and My RAM is in a dual channel configuration. Any help is greatly appreciated!!!

Playing on a 144hz Monitor
CPU: R5 3600
RAM: 32Gb 3600mhz
Mobo: B450 Tomahawk
PSU: EVGA 650w BQ
CPU Cooler: CoolerMaster Hyper 212

I don't have any FPS caps on. V-Sync is always off and I don't limit my FPS
