Question Low GPU usage ?

i bought a Dell G3 3500 a month ago . it was working fine till the past week when i started getting low gpu and cpu usage .in warzone i used to get 60-70 fps but now its around 17 fps. and in gtaV if i lower the settings to normal i get 50% usage both cpu and gpu usage . and 85% ram. but the fps is stuck at 80 and around the city it gets as low as 30. i reinstalled the drivers . changed power plan but still same problem. even at cs:go i get below 80% gpu usage.
i ran a stress test with funmark at 1080p got 54fps and 99% gpu usage all time
(i5-10300H. GTX1650TI. 8GB RAM)
 
What might have changed since all was well?
Since some games and drivers were changed, I would suspect those.

Use system restore to reset back to when all was good.
Then do your changes, one at a time to locate the culprit.
I might start with the nvidia drivers without Geforce experience.

Also do a quick check on temperatures. Laptops do not cool the cpu well.
If you ever got to 100c, your cpu has throttled.
Likely because of obstructed cooling airways.

Likely because of obstructed cooling airways.
the cpu does get to 100C since day one. i don't think its a hardware issue since if i change the graphics to very high the gpu usage will get to 99% as this problem appears only if i use lower settings that don't push the system to its limits

For intel processors, if you see a max of 100c. it means you have throttled.
The cpu will lower it's multiplier and power draw to protect itself
until the situation reverses.
At a lower multiplier, your cpu usage may well be at 100%
What can you do?

It is counter-intuitive, but, try changing the windows power profile advanced functions to a max of 90% instead of the default of 100%
You may not notice the reduced cpu performance.

I did clean the vents but still the same. i don't think its a dust problem since the weather is extremely hot and i have been getting 100C cpu and 80C gpu since day one . so i had to change bios settings for power from optimized to cool. it did lower the temps to 70C for both cpu and gpu but reduced the performance ofc. but now even after changing the power mode in the bios back to optimized its still same which make me think that my system start automatically using half of its power.
for example when i run this game (TABG) i get 99% consistent gpu usage at the game menu even if i leave it for minutes(75c gpu/ 90C cpu) .but if i join a match it start going up and down
 
Throttling can have a yo-yo effect.
100c. slows the cpu until the heat is under control, and the cycle repeats.

Try experimenting with the max cpu %. It is just my theory that a setting of even 99% will even our your performance, and that is better than ups and downs.
