Question low gpu usage

hello i have a problem and that is that my gpu usage is low (40-60%) on fivem and that results in me having low fps.
my specs are:

3070 ti
5600x
b 450 f gaming
32gb ram

i have a friend and we tested it on the same spot and he has 99% gpu usage and 20-40 fps more.
his specs are:

3060
i5 12400f
16gb ram


idk what the problem is but pls help me its anoying
 
His gpu is not as strong so it has to work harder, resulting in higher utilization.
Your cpu is not as strong in single thread performance so a cpu limited game will not show the same fps.
As a test, run cpu-Z bench and look at the single thread score.
You should see something like 624:

The 12400 will be more like 700.

Be careful how you interpret task manager cpu utilizations.
Windows will spread the activity of a single thread over all available threads.
So, if you had a game that was single threaded and cpu bound, it would show up on a quad core processor as 25%
utilization across all 4 threads.
leading you to think your bottleneck was elsewhere.

Averages can be misleading; it is more complicated.
A game may alternate between being cpu limited and graphics limited.

If you can, run task manager/performance tab and select to view logical processors. Recently, it seems that, at least on intel, activity of a single task is being directed to one logical processor for better performance.
I think previous versions tended to spread out the processing for heat distribution reasons.

What is the problem you are trying to fix?
How good do you need to be?

It is rarely a good thing to have your gpu(or cpu) running at 100%.
It would mean that the gpu had no reserve and had become a limiting factor.
so its normal that my gpu is at 70-90% in games? i see videos that have the same cpu and gpu and their gpu runs at 90-99%

For a test, you can try GPU intense benchmark like Furmark on both your comparing computers and see it they get your the same score.

If you are getting the same score, then you know that, to solve your issue, your fix is to replace your CPU with a more capable CPU.

but i just upgraded from ryzen 5 3600 to 5600x

edit: i just found out that my gpu only runs at 99% when i turn vsync off
