Low GPU useage when playing RUST

So when I am playing this game on maxed out settings, my card (GTX 1080) is clocking up to speed as high as it can and getting capped by reliability voltage...however for some reason the game is only averaging a usage of like 50 percent. The most I saw it get up to was 70 percent load but then it dropped back down...the clock speed isn't dropping it's just the GPU load isn't getting high enough...when I play Wtcher 3 maxed out my GPU gets in the 90's for load percentage..so I'm not sure what to do. Also I don't think it's a CPU bottleneck as I have a i7 6700k.
 
If I'm right in thinking, its more the way the game is designed that's preventing full gpu usage. I'm basing this on a video I saw about Arma 3's engine and that its not optimised well and therefore doesn't fully utilise gpu usage and I'm guessing rust is the same. I've played rust with two different graphics cards (R9 270X and RX 480) and neither has used more than 80%. If you're getting good framerates then I would just ignore gpu usage for the most part.
 


the thing is i'm not getting good frame rates...like I will have some ok fps but then it just dips constantly while playing...so i'm linking that with the low GPU useage seeing as I play witcher 3 no problem
 

In that case the main thing I can think of is reinstalling it and seeing if that helps improve it. I heard about an xbox app affecting framerates in some games like csgo and maybe rust is one of them.
