Question Low GPU utilization after upgrade

I have upgraded my system to Vega 64 from gtx 1060 6GB.

before the upgrade, when watching 8k 60fps on youtube, my cpu (amd 1800x) used 9% (nine) or below and the GTX 1060 was at 40% or higher.
Very very smooth playback and no stutters or lags.

when i upgraded to Vega 64, i couldnt even watch 8k 30 fps at all. It was laggy and stutter and lots of ”loading”.

watching 8k 60FPS turns my cpu at 80-90% and my gpu is only less than 20%.

How do i make my vega 64 Make more in use with less on my cpu?

One more thing.

playing BF5 with gtx 1060 and even 970 was WAAAY faster at loading/launching the game than with the vega 64. Way slower and takes alot lot more time to load/launch the game especially the very first desktop screen on BF5.

I would suggest a good old DDU just incase some of the nvidia drivers are still bugging it

Iv done the DDU already long before i installed the vega into the case.

With the 1060 i first manually uninstalled all nvidia drivers first. Then i went safe mode to the do the DDU.

after that i just turned off the system and installed vega and its drivers.
Im also on the latest 19.22 or the latest drivers.

the rest of my system is:
X370 xpower gaming titanium
Amd 1800x
970 evo nvme
Rm750x corsair

Stock default no OC on the entire system.

Do you have the latest chipset drivers, BIOS, windows updates installed?

Ill check again about the drivers for the gpu soon as i get home.
Yes i have the latest ryzen chipset drivers, windows updates and and bios.

updated to adrenalin 20.2.1 and same effect.

Cpu is at 80% and GPU is only 23% when watching youtube 8k 60FPS
