[SOLVED] Low GPU utilization? RX 5700 XT

Hello, I've been playing Metro Exodus and GTA V with my new RX 5700 XT sapphire.
I noticed that sometimes my GPU usage is on 80% and my CPU is sometimes 60% (two values are average)
I also know that Metro Exodus has some stuttering issues but mine stutters when I
shoot or go to a scene or something.

Specs:
Ryzen 5 2600
RX 5700 XT
Kingston HyperX 1x8 2400mhz RAM
A320 PRO VH-PLUS MOBO
SeaSonic s12II 520 watt bronze
WD 1TB 7200 RPM HDD

Facts
-I'm using a 60 fps TV in the meantime
-1920x1080p on Metro Exodus, v-sync off
- very high settings on GTA V
-First time pc builder

If your framerate is still high then it doesn't really matter. If you were gaming on a higher resolution you would likely see more GPU utilization. Also, you should have 2x sticks of RAM for dual-channel. You could be seeing a memory bandwidth bottleneck. *And Ryzen likes faster RAM, 3000MHz+.

Also the resolution on my monitor ( its a TV) is 720p but the size of it is 24". The shop said it s FullHD but it isn't so I contacted them because of false advertisement

but its not that what I'm here for. I'm running games at 1080 p with a 720p monitor because someone said you could bottleneck your High end GPU with playing the lowest resolution. Is that also the cause of it?
And also should I really change to a 2x8 maybe like 2666mhz as long as i can afford it?

-Another story tho and it is optional to read but could aquire more information-

I ordered an RX 5700 classic as it is one of the gpus that can handle my PSU enough and even my budget but instead they give me a freaking XT version, welp happy birthday to me (August 10 is my bday) but the only downside of that maybe an "error" is I have to risen up the specs on what I have such as PSUs, RAMs, monitor is a huge problem to me as I don't have much budget anymore and even the CPU. (I could get 3600) to get the most out of my GPU.

I have a 2400mhz 8gb ram and I almost added another 1x8 stick to make it 2x8 and 16 gigs of memory. One thing that stopped me is me being aware of the timing and effeciency of the RAM if it was 1x8 added together to form 2x8.

What 2x8 RAM would you suggest?

My friend from a far upgraded to another RAM and he's been dealing with BSOD while playing games.

Damn its only my first time having a computer and I am now thinking these kind of things.

T.Force Delta RGB 16GB (8GBX2) or (2x8) and 3000mhz is the pretty common product on the market here. costs around 4800 Philippine peso and converting that to usd which should costs 95 dollars (shipping and taxes may vary)

would that be ok with my A320 PRO VH-PLUS mobo?

I heard that as long as it supports the speed dedicated by the mobo and it will be ok.

3000 will run at 2933 which is fine. If there's issues trying to get that speed then update the BIOS then try again.

5700XT on a 720p/60Hz TV....
TBH, the 5700XT probably won't even break a sweat if/once you get the 1080p/60Hz TV you wanted. That kind of load is easily handled by GPUs like the RX580/RX590/GTX1660Ti/etc that cost half as much.
I'm using a TV in the meantime and I'm planning to buy a good monitor with 144hz and could be 1920x1080p or more and also I am from Philippines so I shop here hehe.

I was planning to add 1x8 to form 2x8. I did some research, it said that some work some don't. If it does work, but it doesn't get that full efficiency as the timings are not identical of each memory sticks. That stopped me from adding 1x8 to form 2x8.

If you get the exact same spec RAM (ie. speed, timings, & voltage), there is very good chance that it will work at full efficiency. I've done 3 or 4 different DDR4 memory modules like that, and they have all worked so far. In fact, the only DDR4 I've used that didn't work as intended was purchased as a 2x16GB kit of DDR4 3200. It wouldn't run at the XMP specified timings. Every other 1x4GB or 1x8GB I've paired with another one just like it have worked without issue.

That motivates me but adding 1x8 with the speed of 2400mhz is still going to be slow. (or is it.) If I saved enough money with selling my old RAM, then I could buy maybe like a 2666 or 3000mhz RAMs if I got lucky. What would do best?

I could just buy another 1x8 2400 mhz from the shops here but would that be enough for like good gaming for ryzen? I know that having 2x8 instead of 1x8 could make a HUGE difference in gaming or even in working.

My mobo supports 2933(OC)/3200(OC) Mhz memory modules and it is the highest as it can get by overclocking, which is I'm scared to do D:

That's not true I am having the same problem and it has nothing to do with Resolution as you say, it was fine earlier then i rebooted and windows said it blocked RTSS.exe(which i run Afterburner for my fan speeds) from running and now I have this problem, with the GPU only running at 53% top and everything else is normal. I had the same problem with the first version of Adrenaline drivers in early January, now it's back. I found the solution to that, the AMD drivers had made an recommended operation profile automatically for Modern Warfare 2019, so I deleted it, and was back to my normal High framerate operations. This actually feels like the driver has crashed because the input lag is horrendous and my max frames is like 43fps when I was getting anywhere from 140-180 before. On top of the 5700xt stock bios only maxxing the fans at 40% at 100c in bios, this is getting alittle annoying, even for AMD. If anyone finds a solution please post it.
