Question low graphics card usage

I have a problem, I'm using Radeon rx 480 gaming 8gb card and never had a problem, but about a couple days while playing, gpu usage is only 30% and temperature is around 71 degrees , CPU usage is high, about 90%, I have fps drops because of this
My pc:
I5-7500
Radeon Rx 480 gaming 8gb Sapphire driver -> AMD Software: Adrenalin Edition 22.4.1
16gb ram
motherboard -B250M PRO-VD

I changed the thermal paste a few weeks ago

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition.

Disk drive(s): make, model, capacity, how full.

Look in Reliability History for error codes, warnings, or even informational events that began "a couple of days" ago.

Reliability History uses a timeline format that may prove revealing.

Also check Update History for any problem updates within the problem time frame.
