Question Low graphics card utilization

Just recently I bought a Ryzen 5 5600 for my 3060. The bottleneck calculator gave me that together they will work great. But after installing several modifications for GTA V, including graphics modifications, I ran into a problem. During cutscenes the graphics card is working at 96-98%, but during gameplay it is loaded only at 38-40%. Of course, I realize that GTA V came out in 2013 and does not require a huge amount of resources, but because of this frame rate drops to 20 in some places. I have a Biostar A320MH as my motherboard.

CPU usage is 38-42%. RAM usage is 11 GB. The percentage of SSD utilization is constantly jumping.

What are you seeing as "the problem"?

What else is running while you are gaming? Discord, browsers, etc..

Uninstall all those mods, and I would say go as far as to uninstall and delete the game's folder, then reinstall it and run it unmodified. Then let us know if you still have a problem.

Yes, I logged into the game before installing the modifications. GeForce Experience showed that the graphics card was 80% utilized.
