Low GTX 1070 Ti usage with Ryzen 5 1600

My GTX 1070 Ti seems to run fine in areas of the game where there is farmland, and villages, etc. But when it comes to big cities such as Novigrad, Oxenfurt, in The Witcher 3, the GPU usage tanks all the way down to 50-70%. I monitor the CPU usage in TW3 as well and it never ever goes above 40%

GTX 1070 Ti
MSI b350 Tomahawk
2x4gb HyperX fury ram OC @ 2666
Corsair CX550M PSU

There's a lot for the CPU to keep track of in cities in most games, even if your CPU doesn't go above 40% keep in mind that you have 12 threads and it probably never uses more than 4 for the game. Especially if you're playing at 1080p then your GPU isn't going to be that challenged in a lot of cases.
