Low GTX 1080 usage and fps, no bottleneck or v-sync

Message for a friend as he has this issue, in GTA he found himself running at 90fps on a 144hz panel at just 30-50% gpu usage, paired with an i7- 4770k @ 3.9, no frame limiter. Baffled as to what is happening here as I've surpassed those framerates whilst running the same settings on a 970 with an i7 4790k (basically the same processor) any ideas?

Nvidia control panel is set to maximum performance, as is standard windows control panel

i7-4770k @3.9 (stock)
Zotac GTX 1080
MSI z87-g43
Ripjawz 1600 ddr3 16gb
OCZ zs series 750w
2 WD blue 7200 RAID 0
OS on ssd

Thank you Curtis for posting this for me!

I think I have solved the issue, it was simply a case of tinkering with the Nvida control panel settings.

The video I got some of the settings from is here, he has popped the settings in the description: https://www.youtube.com/watch?v=zCzGeLGxytc

I then changed a couple more which are:

Under 'Manage 3D Settings' (like in the video, make sure you have selected 'Use the advanced 3D image setting' under 'Adjust image settings with preview').

Texture filtering - Aniotropic sample optimization = On
Texture filtering - Negative LOD bias = Allow
Texture filtering - quality = Performance
Texture filtering - Trilinear optimization = On


The...


Cpu isn't bottlenecking though, forgot to mention that, apologies. It hovers around 90fps mark at medium and low settings and only increases when looking at the sky. He also has latest drivers, as do I, my 970 drivers work fine on GTA too

I understand the lower percentages at lower visual quality, but that in-turn should raise the frames, which is just doesnt, He should be hardlocked to 144fps, as I can pull that off with my 970, the card is just restricting itself, the link you posted showed a guy running 150fps average at high settings, my friend struggles to break 120 and averages around 80- 100 at lowest settings at 1080p. Somehow his card pulls 100% on unigine heaven @1080p
 
download a program like MSI Afterburner, and increase the power %

if you getting current or electric throttles you might have a bad capacitor underneath the big fan cover somewhere.



 
additionally, download gpu-z and check your pcie link mode. some defective mobos might run the pcie slot at pcie 2.0 or even 1.0 modes which creates a big bottleneck for gpu. if you cant adjust them accordingly in the bios/uefi then you need to rma the motherboard.

The settings I changed probably haven't had much of an impact but they work for me.

I hope this helps someone else that is having this sort of issue.

Also to add to that, since I changed these settings my card clocked up to 2000mhz for the first time (that I have noticed at least).
