Low Memory, how to reformat a laptop bought from an eletronic store

Hi guys, recently my chrome has been dieing, getting popups saying "Low memory" and tonnes of random proccesses in my taskbar. They obviously have filled this comp up with bloatware and crap, i can't even play tetrisfriends and have a youtube video open without the whole computer almost dieing. I never got a install disk, nor did i get any Windows 8 serial code for my computer, so i'm worried about reformatting and what to do. Any help would be appreciated, since i cannot go on like this, this computer is also used for work and school yet cannot handle 2 tabs.

This computer is barely 4 months old.
Here are the specs according to the sticker.

Intel Core i5-3337U 1.8GHz
Intel HD 4000 Integrated Graphics
4GB Ram (should be enough to have two tabs open...)

If you're running on HD4000 graphics, how much ram did you allocate to it?

Have you allocated ram to anything else?

Is it a 64 bit OS?

I've ran Malwarebytes scan and AVG Full scan aswell as anti-rootkit.
I don't know how to allocate ram, so whatever the comp came with

Get a good system optimizing program like tuneup utilities or whatever suits u..That should help|

Look in Task Manager and see how its allocated. And in Resource manager.

Sorry for the longer than usual reply, my whole computer $hit itself, literally. Tonnes of errors popped up saying it couldn't allocate memory to that task, then my whole screen went black and never came back, all i could do was alt tab to AVG and that was it. There's no way 4gb of memory is being used, the most a task is using is 100, then 60, 50ish it doesn't add up to 3700MB thats being used apparently.

I did that TuneUp from AVG, thousands of problems were found and fixed, also increased performance by disabling some windows apperance themes etc, but still with Steam open & 3 tabs (Youtube main page, this thread and tetrisfriends) its at 60-70% memory usage, yet the highest memory programs are 160mb,150mb,100mb,50mb,30mb then 0.1mb etc. That doesn't even add up to 1000MB so how is 2000mb getting used, i don't know. Also i don't think i can get it refunded to be honest.
