Low memory when I start an application (it doesn’t run) and pc being unusually slow

Okay so basically when I run a game or an application (take insurgency as an example) it just doesn’t load up. I open up task manager only to see it only uses 500-2000k memory. It can start between those figures and go up very slowly. I tried a non steam application to see if that would be different (I tried launching my little brothers roblox) but it just did the exact same thing. I have also tired running minimal services (by disabling all the other ones apart from the windows ones in msconfig.exe) and I still have the same problems. Also it seems that my pc gets slower the more time I am on it as upon restarting I can open up task manager within seconds but 30mins to an hour later it takes several minutes. Specs for further notice:
Windows 7 64 bit
Gtx 750ti
Amd fx4350 3.8ghz
2 x 4gb 1600mhz ram
1.5tb 7500rpm hard drive
450w psu

im not pc expert (newbie who wants to help so don't wait instant help)
1 try to use malwarebytes if there are not some viruses
2 check power options and nvidia adjust image settings ( perfomance to max )
3 monitor your RAM,CPU usage
