Low overall download speed, what is wrong?

Hello, as usual I have to turn to this great forum when other forums fail this one prevail.
Before I start, sorry for my english.

So I have some kind of networking problem.
My total download speed on my computer won't reach above 1.1Megabyte per second.
Meaning I could download something through firefox, a game from steam or a torrent and the combined total download speed won't reach over 1.1Megabyte per second. Same goes for when I only download from one single source, won't reach over 1.1Megabyte per second.

I have a ethernet connection with a Cat6 UTP cable from LAN connection on my motherboard to my router (Netgear WNR2000v4) which goes to my fibre outlet in the wall. My "isp subscriptioon" is for 100/10 Megabit. Obviously I won't reach 12Megabyte download speed per second, but I have been able to reach speeds such as 4-5 Megabyte per second before depending on source.

So something has happened, and I don't know where. Sadly this didn't just happen now, long time ago and I haven't decided to deal with it until now.

My "network card"/"network adapter" is Realtek PCIe GBE Family Controller and it's integrated in my motherboard which is Asus M4A7TD/Usb3. I have tried downloading the latest drivers from realtek but nothing changed.

I tried bypassing my router by connecting my computers ethernet cable directly into the fibre outlet in the wall, however it changed nothing. Still the same speeds on downloads and speedtests on the web.

So what should I do? The ethernet cable is only a couple of months old, but maybe it's damaged somehow I dunno, I don't have any other cable I can check with.

Girlfriend manages to download at speeds such as 4 Megabyte per second on her laptop via Wi-Fi.

No NAS is connected to my network. Right now only my stationary computer is connected, but nothing really changes if I connect my phone or girlfriends laptop via Wi-Fi.

Operating on Windows 10, but this existed before I installed Windows 10.

If I left out any valuable information please tell me.

TL;DR
Won't reach over 1.1Megabyte/second download speed, from single source or combined sources.
Probably not router problem.
Fibre connection.
Cat6 ethernet cable.
Up to date drivers on network adapter.
 
Solution
Try another computer on the connection directly from the modem (bypass the router). If you get the same slow speed contact your ISP. Did you try rebooting the modem? There should be one connected somewhere to that connection on the wall, unless it's central and they ran a wire to your house.
