Low performance in GTA V w/SLI 980's...

I recently added a second GTX 980 to my system. I have only tested a couple games so far, but Grand Theft Auto 5, maxed out, doesn't seem to run as smooth as silk as I assumed it would.
I know on PC, and at Max settings, this can be a very taxing game . But with my video set up I assumed it would run pretty smooth. But I am definitely not getting 60 FPS.
Can anyone with the similar set up please chime in and give me some of their opinions and information?
The rest of my PC specs that should matter:

i7 4790k
16GB DDR3
SSD 500GB

The screen hz were selected as 24hz. The display I'm using is a 1080p HDTV. So 60hz is the highest option. But now I know why and it's running at 60fps. Which has fixed the issue.
It was an easy option to overlook in the menu. Thanks though.
Is it more a matter of perceived smoothness and stuttering etc over FPS? What is your actual FPS average? I imagine it goes without saying you have the latest NVIDIA drivers and GTA 5 patch? You setup is far more than adequate. Do you have all of the special video settings maxed as well? What resolution? What AA settings? DSR or something crazy isn't accidentally on, right?
