Low Performance on GTX 1060 3gb

Hi,
I have a gtx 1060 3gb and I am getting really low performance at 100 gpu speed. I am getting 30-40 frames in gta 5 with medium settings at 1080p. This is the case in a lot of games. I am only getting 45fps in cinebench as well. I have a ryzen 1600 at stock speeds.

Im in performance mode in the pc.

Things I'd try:
Reinstall the Nvidia drivers
Run the game while also running a utility like MSI Afterburner, so you can verify that your CPU and GPU are running at the correct clockspeeds and temperatures are not too high
Make sure nothing else is running in the background. While idle on your Windows desktop, what is CPU usage like? It should be very low.
Make sure your power supply isn't too cheap to power your system.
