Low Performance on GTX 670

So Im just going to start this off by saying, this has been going on for a while now, but havent taken real notice it, due to the fact that the only game I played was League of Legends (which at the time, could run on alot of machines no problem). However lately, I have been getting odd fps drops and low performance in games that based on my system, I should be running fairly fine. For example, my machine will drop down to 40 fps in league in team fights, and in Warframe and Hawken my fps always drops to around 50-40 in random intervals. Now from my digging through forums, I understand that alot of my games, people are also undergoing performance issues, and that it could all honestly be on the end of the developers of the games and them just being poorly optimized, however I find it very unlikely that all these games have these similar fps issues all on my machine.

My build is:

i5 3450 3.1ghz
1x 8 gb 1333hz kingston ram
GTX 670 EVGA 2Gb VRAM
650 watt NZXT PSU
B75M ASRock Motherboard
1.5tb WD Green Cavier Drive 5200RPM
120GB Samsung 840 EVO SSD

Now I have spent hours, and I am talking over 12+ hours reinstalling, unisntalling, driver sweeping, and reinstalling windows over and over again, seeing if the issue was maybe a virus, corrupted windows and etc etc etc. and even though I got minor performance gains, I still have these issues.

My motherboard, has been having issues lately with the SATA ports which sometimes love to have the tendency not to properly read the HDD and SSD, but these happen rarely.

I am also told that my PSU should be fine seeing as how the GTX 670 can run on a 550watt psu.

My gpu usage is always low or between 50-60% when its not 30-40%, and my CPU is generally high, but never more than 90% from what I can tell from my monitors in games.

I am getting to the point where I am just considering selling what parts I can and starting from scratch because I am tired of trying to resolve these issues. I am considering buying a new MOBO and PSU but I dont know what the issue is. From my understanding its not my graphics card seeing as how I got a heavenly 4.0 benchmark score of 850 with everything maxed out at 1080p and thats considered average for my card at stock clock speeds.

well the games could very well be poorly optimized but at the same time it is normal for framerate to fluctuate. 40 fps is still good (at least in my opinion) and is very smooth framerate. however, for a game like league of legends on that card should see 60+ fps easily. try messing around with in-game settings and see if that helps improve your fps. because you've eliminated the other options like re-installing windows, drivers, and all the other things this is all i can think about. not sure what changing the mobo would do...
