Question Low performance RTX 2070 super

Hello! So recently (1 month ago) I bought a Gigabyte RTX 2070 super. The first week all games at 1080p maxed out were running more than +100 fps no problem. After the 1 st week the performance started to lower, i verified the fps on Apex Legends on the same area of the map (containment) first time i used the GPU i had around 200 fps on ULTRA, now i barely reach 90-100 fps at exactly the same settings, running max settings at 1080p. I know my CPU might be bottlenecking but anyways i could see high frame rates before. The worst game of all is PUBG not even on low settings i can reach 100 fps. Weird thing is only on PUBG i could get more fps with the gtx 1060 3gb i had than the actual rtx 2070 super. What could be wrong? Is my GPU faulty? I even did a clean install of GPU drivers and it did nothing.

System:
Monitor: alienware 240hz
CPU: Ryzen 5 1600
GPU: Gigabyte RTX 2070 Super
Ram: Corsair Vengeance 2400mhz
PSU: Corsair cx750m
Motherboard: Gigabyte ab350 gaming 3
 
Start by making sure your motherboard BIOS is the latest version.

Next, go to AMD.com and download the latest B350 chipset drivers. The last round of chipset drivers gimped performance on a lot of systems, but it's been fixed now, so try both the BIOS update if there is one AND the chipset driver update, and then do another clean install of the graphics drivers using the DDU. Don't rely on the Nvidia installers clean install, use the DDU in safe mode to do a full removal in safe mode and then install a fresh copy of the latest drivers.
 
I updated bios and drivers, didn't help at all 🙁. I get the feeling that the more time it passes the less FPS i get... For example yesterday i was playing Ghost recon Breakpoint Beta, at the start of the game i had around 70-90 fps on ultra settings, later on the game i started to run it at around 50-65 fps, not even touching 70s, could it be CPU thermal throttling? Although i have MSI afterburner and the temps are quite fine...
 
So, when you built the system you did a clean install of Windows, and have done TWO major updates, one in the spring and one in the fall, since the original installation?

What build version of Windows are you on right now?

Open your start menu, type "winver" without the quotes into your run dialogue box and hit enter. It should give you the build version. Likely it's 1809 or 1903.

yes, it is Windows 1903. I don't know what happened, im pretty sure the 1st week of using the RTX 2070 super i had a lot more frames on all the games, now i have almost the same performance as the 1060, but the weird thing is, i run userbenchmark and it says its working perfectly fine, as expected...

Agree, clean install and updates.
 
I think that is your best option right now. Clean install, install the latest networking and audio drivers from the motherboard product page, install the latest B350 chipset drivers from the AMD website, then run through the Windows updates until there are none left. Then reinstall your Nvidia drivers fresh.

What is recently happening is that, sometimes my PC restarts out of nowhere, but not even showing blue screen, just restarts. It happens more often when its asleep then i come back, turn it on again and when im browsing on google chrome it suddenly restarted just like that. I don't know if that might be the motherboard?? Cuz ive noticed my Scarlett interface powers on and off like 3x when i awake the computer, also my keyboard stops working for a few secs...
