I'm getting low fps playing games using my ryzen cpu specs:
Ryzen 2700x Base clock 3.9GHz ( using amd master )
RTX 2080
G skill 3000 16gb
PSU vs650 corsair
Playing BFV on low settings Vsync off, DX12 off getting AVG 110 fps
tried multiple solutions nothing worked
all basic steps have been done like updating bios drivers etc..

Solution

im running the exact same setup right down to the case, but my cpu is hitting 66-68 degs on 100% load, and GPU is hitting no more than 70degs on games, BFV...

I have been using this PSU with my previous systems and worked just fine, I'm getting a weird result using msi afterburner
a constant 95c is the temps, while using fps monitor its 83c avg also using AMD master is 85c.

Im using the NZXT H500i with their 2 fans back and top also using 2700x cooler, im yet not sure if msi afterburner is providing accurate numbers or not.

I think there is the issue...Not enough airflow to the GPU, you need some front fans bringing air in...

im running the exact same setup right down to the case, but my cpu is hitting 66-68 degs on 100% load, and GPU is hitting no more than 70degs on games, BFV, Overwatch, PUBG, FORZA.... on BFV i get around 70-105 on ultra averaging around 90 so yours is definitely low, im only running a 120 exhaust and a 140 top exhaust, stock CPU cooler, i have two front intake fans, they are radiator fans if that makes a difference, probably doesnt though only reason im using them is the water cooler i bought didnt fit(Deepcool castle 280), so im just using the rgb fans that came with it, and apart from the loud fans at load it runs pretty good, maybe your front fans arnt in a intake config, i would check your fans again and maybe swap them out for some better ones... this is all on a 1440p monitor, so if your using a 4k monitor i wouldnt know what performance is like on that but it wont be as good as a 2k monitor

thank you so much, after i done a reset and fresh windows install afterburner now show accurate numbers around 45 idle and around 72c on heavy load considering that i have only 2 fans and a room temp around 24c is decent enough.
im playing on 1080p! so its not even 50% of the real performance, I have checked my fans order and its working correctly also i swapped it with my old fans which r corsair ones so its decent and got the same result, considering that i have recorded a 1743 score on cenabench15 on 3.9 is so good, i will just wait for the dec 4 update to look for any change!
