Question Low performance with good PC or im crazy?

So i built this PC for WoW TWW expansion,but im not sure if this is good performance or i had way too high expectations, since this is curently the best gaming CPU and on top of WoW loves X3D chips ,maybe i probably created some fairytales in my head about it.I know asking this question may sound arrogant but im just curious.

MB: B650 Tomahawk
CPUI: Ryzen 7 7800X3D
GPU : Sapphire Nitro+ 7900GRE
RAM: G.Skill 32GB 6000Mhz CL30
SSD: Crucial T500 1TB
PSU : RM750X 750W
MONITOR : AOC CU34G2X

My FPS isnt a "problem" in open world,but in BGs and main city Valdrakken. I'm currently playing on 7 graphics and having around 70 FPS,with maxed out graphics on 10 around 60 depends on where im looking. In epic BGs my fps may drop to 45 like in ashran,isle of conquest,battle for wintergrasp ,alterac valley is fine.

Whats weird is that my cpu utilization doesnt go above 30% and power is around 20w.GPU is arond 90% utilization and temp is around 60c for both while maxed out graphics.

Windows 10 is up to date, gpu driver and chipsets as well.And DX11 gives me better performance than DX12 for some reason

I would try see if you have any BIOS updates pending on your motherboard. If you do, flash to the latest version and clear the CMOS by removing the battery from the board while the PC is disconnected from the wall and display.

and disable the iGPU in your BIOS. Once you're back in the IOS GUI, use DDU to remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode, then manually reinstall with the latest GPU driver sourced from AMD's support site in an elevated command.
