low performances hardware issues

intel i5-3470 @3.2ghz and an asus silent hd65702gb ddr3 gpu
4gb of ram on windows 7 64bit
but when i do hardware assesment for windows index
my cpu got 6.2
and gpu got 5.9
is that normal?
