Low PFS/stuttering in every game.

Hi. I got a custom built PC over a year ago and now i'm having insainely low fps in every game and it's getting painful to deal with.

GPU: GeForce GTX 960
CPU: Intel Core i5-4460 3.20GHz
RAM: 8.00 GB
OS : Windows 10
I very bad with computer knowledge so idk what the problem is.
