Low Preformance (GTX 1060 3g,FX8350)

I have this weird problem with my computer when i get low preformance on games in general.
Specs: KFA2(Galax) GTX 1060 3gb,
AMD FX-8350@4.4
CPU cooler: Hyper 212evo
GIGABYTE 78LMT-USB3
kingston v300 120gb
wd greed 2tb
1x 8GB crucial 1666
1x 2GB Kingston 1333

Let's say in GTA5: GPU is running at 50-70% (vsync off) and cpu around 40% and i only get average of 40-45 fps and its about same when i turn setting down to low.
CPU under syntetic load maxes out at around 65-70c and with gpu its about same.

I also tried reinstalling windows and problem is still there.

Total CPU usage doesn't mean anything, I expect 1 or 2 cores are hitting 100%. This is about normal performance for a FX8350.

Only other thing to check is if your cpu is throttling when gaming. Your motherboard is not really good enough to overclock 125w CPU's. Your motherboard may be dropping the clock speed when gaming to prevent the motherboard VRM's overheating.

ram stick mismatching also an issue? not an expert on your mobo.

The mismatch of RAM can cause issues, recommend removing the 2gb stick and trying
