Remember that the "3200" advertised with show up as 1600 because this is double data rate. DO NOT expect to see 3200Mhz where you saw 1070.I have Corsair Vengeance LPX 2x8GB DDR4 3200 MHz C16. But according to CPU-Z, its around 1070 MHz, where's the rest of it ?!

1070 doubled is 2140 (approximately 2133 the default speed for RAM).
I did XMP I and II, the numbers are the same.I would typically say "1" but look to see if there is some significant difference between the two. There should be some information somewhere that tells you what the setting is going to apply.
If nothing else, try one, then check task manager after load in on the memory tab and see what it's running at. Ditto for two.
