I set my 60hz 1080p monitor to 75hz 1080p through the NVIDIA control panel but the image quality looked horrible. When I look in the OSD of the monitor it says the resolution is 960x1080 @ 75hz.

Is this a problem that can be corrected in the overclock settings or is it a limitation of my monitor?

The panel itself is capable of 75hz (even says so in the specs). I guess the manufacturer just cheaped out on the circuitry.

I successfully got it up to 66hz while maintaining the full 1920x1080 resolution. For non-gaming purposes, do you think it would be better to use it at 66hz or leave it at the standard 60hz?

Sorry for any confusion. I meant that the maximum refresh rate is 75hz and the maximum resolution is 1920x1080, though both at the same time was not advertised. I was trying to overclock it to get both at the same time, but anything above 66hz causes the horizontal resolution to be cut in half.
