Question Low Temp, one GPU fan spinning loudly at 45% load with monitors flickering black ?

I have an RX 580 8GB card and randomly one fan spins incredibly fast which makes it super loud under light load and low temps. I've also noticed that my monitor flickers black [lasts for like .01 seconds] every so often. Is this stuff related / normal?
