Low Temperature CPU models

Are there any AMD or Intel processors with low temperatures compared to usual highend CPUs?

What are you looking for?

The temperature will depend on the load and the cooling solution.
If you want fanless cooling then you should look for a CPU with 65W or less thermal rating.

In general the cooling system is designed to keep the CPU within the specified range.

So your question does not make sense without extra context.

Ok, it occured to me after seeing the new Phanteks Evolv X case.
Its a Dual System case with ITX motherboard fit to the roof of the case.

From the looks of it, the CPU on the ITX MB is cooled by a 140mm fan radiator. should this be enough for a CPU?
